Fire & Burning

A proposed universal fire system for Units, terrain, scenery, and objects across current and future RUSS mods.

Burning Condition

Burning is a universal, non-stackable condition applied to a Character or other Unit.

Burning: During Phase 4, this Unit suffers 1 Damage. After resolving the Damage, roll the Black die. On Success, remove Burning. On Blank, Burning remains.

  • A Unit can have only one Burning condition present—conditions do not stack.
  • Burning remains until removed by its Phase 4 check, equipment, or another rule.
  • A Prone or KO'd Unit can remain Burning.
  • By default, Burning does not affect movement, attacks, Defense, or NPC behavior.

Fire Special Rules

Flaming

Flaming describes an attack or item capable of applying Burning.

Flaming: After this attack damages a Unit that remains in play, roll the Black die. On Success, that Unit gains Burning. A rule may apply Burning automatically instead.

  • A purpose-built incendiary item may replace the Flaming check with its own Burning procedure.
  • A mod, Character, NPC, armor, or equipment rule may provide immunity or modify the check.

Fireproof

Characters, Units, terrain features, objects, and other subjects are affected by fire unless they have Fireproof.

Fireproof: This Unit, object, or terrain feature cannot gain Burning Condition or Fire Tokens and negates the effect of Flaming attacks by default.

Fireproof allows future rules to distinguish sealed armor, robots, vehicles, stone structures, unusual materials, and other subjects without adding exceptions to the Core Burning rules.

Fire Tokens

Fire Tokens represent the presence and intensity of fire on scenery, terrain, and other objects. Fire Tokens stack and are not conditions.

Terrain features, objects, and other non-Unit subjects may receive Fire Tokens from Flaming equipment, the Start Fire action, scenario effects, or other rules unless they have Fireproof.

Burning Terrain

A terrain feature or object with one or more Fire Tokens is Burning Terrain.

  • Treat Burning Terrain as Difficult Terrain: Models halve their movement while moving through it.
  • Burning Terrain provides illumination when a rule requires a light source.
  • Burning does not automatically change the feature's existing Cover or Blocking traits.
  • Burning Terrain does not automatically become Impassable.
  • A terrain, object, mission, or mod rule may make a particular fire Blocking or Impassable.

Burning Terrain and Units

When a Unit without a Burning Condition begins its activation within Burning Terrain, or each time a Unit enters Burning Terrain, roll the Black die.

Blank
The Unit gains Burning.
Success
The Unit is unaffected.

Any spread of fire between Units, terrain features, or objects is scenario-based and must be defined by the applicable scenario or effect.

Smoke

Smoke is created only by Fire Tokens, not Burning Conditions.

  • One Fire Token creates a 1-inch Smoke Area centered on the subject with the Fire Token.
  • Each additional Fire Token increases the size of that Smoke Area by 1 inch. Three Fire Tokens create a 3-inch Smoke Area.
  • When another Fire Token increases the Smoke Area's size, replace the existing Smoke Area with the new larger Smoke Area centered on the same subject.
  • Removing a Fire Token does not shrink or remove a Smoke Area already created.
  • Removing every Fire Token prevents that subject from creating additional smoke but does not remove Smoke Areas already placed.
  • Smoke Areas remain in play unless a scenario or other rule removes them.

Moving Fire and Smoke

When anything carrying one or more Fire Tokens finishes moving for any reason, leave its existing Smoke Area in place and place a new Smoke Area centered on its new position. The new Smoke Area's size equals the number of Fire Tokens currently on the moving subject.

Resolve this after movement is completely resolved, whether it was voluntary, forced, or caused by an event or another effect.

Smoke and Defense

For each Smoke Area containing the defender, add one Gray die to the defender's Defense roll against both Melee and Shoot attacks. Bonuses from overlapping Smoke Areas stack.

Phase 4 Fire Resolution

  1. Resolve Burning on each affected Unit.
  2. Roll the Black die once for each terrain feature, object, or other subject with one or more Fire Tokens.
  3. On Success, remove one Fire Token.

Roll once for each burning subject, not once for each Fire Token.

Extinguishing Fire

By default, any equipment or scenario effect that removes Fire Tokens removes 1 Fire Token.
